yes, it’s dead as of may 2014
you can no longer buy games from GFWL or use the GFWL client

If I am not wrong, GFWL itself was discontinued in July 2014.

Admittedly, I am stating the obvious from what’s already been said, but the reason a game with GFWL would be removed is because you can’t/shouldn’t sell something that obviously won’t work (in most countries anyway). Or at least not without losing money from giving people refunds.
