Computer can use some of it, check proccesses in Task Manager.
Oh and, I think its the operating system thats using the ram. You know, requirements (i guess)

Your card is probably borrowing some for VRAM.
Uninstall Chrome
what chrome has do to with this?

Ok solved… Sidnoway found the cause… it was borrowing some ram for the graphic card
