both windows 10 and vista idk why. and yes i ran as admin.

Better download a windows 7 ISO file from the Internet Archive and see if it will work.
Do you have the file you want to edit open in another place?
(This includes it running as a process.)
If so, you’ll want to close it before trying to edit it.

Guess you better download a windows 8.1 ISO from the Internet Archive and see if it still gives you the same error.
Windows 7 was able to use StudPE fine last time I checked, if they’re unable to do it on win7 then it’s probably not a windows version issue
