It’s because they’re offline, it defaults to sending an email, which is bringing up the default mail client/Outlook.

What is the default (bolded) option when you bring up the context menu (right-click) on the contact? That will tell you what options are available for that contact in its current state.
Especially in those older Messenger versions, the state can get messed up (fixed by signing out and back in).

I don’t have that version handy at the moment, but I believe if you go to the Actions menu, choose “Send an Instant Message…”, choose the Other tab, and type/paste the users’ email address there, you can force an messaging window and try to send regardless of their status.
