If your service is available to EU residents, you have presence in Europe. You have to follow the GDPR as long as your service is acessible to EU residents.
Why do you think Google, an American company/website, was fined $57M in 2019 over exactly this?

As of today this change has been implemented. All connected users will be reported on the stats page rather than just “active” users (i.e. just recently connected or participating in a chat session)
NOTE (12-15-25): There’s a bug where users that logged out will still be reported on the website on the table, however the online users counter does not have this issue. This will be fixed in the next server update.
