Serious Answer: Despite the both OS share the same kernel, the Windows Phone is missing some of the desktop API that is needed to run EXE file

CE (which is what WM is based on) and NT’s Kernel are WILDLY different iirc.

The main problem with Windows Mobile 5.0 and above’s MSN Messenger is that I have NO idea what binary it uses, probably instmsgr or one of it’s auxiliary libraries. like 2002 and 2003 (SE), but hey.
Despite that, I do not know if the clients use TCP 1863 or an advanced gateway server to connect. It’s likely it does directly connect to the messenger servers, but I haven’t been able to get it to work.
Well maybe a j2me client could work cus win mobile 6.1 supports j2me emulation… I’m just looking for a way to get WLM on a Sony Xperia x1
J2ME clients are possible, but not ones that use a custom gateway server to connect (so the official mobile clients are all out of the picture)
Besides, then you have to deal with rather old SSL stacks and ciphers if you want to use those as is. Unless you use MSNP7 (or older), but that would be any client before about 2003, and I don’t believe J2ME’s networking support was that functional, considering this would of been still WAP-era in terms of mobile internet access.
