Connect to the internet
Google that DLL and download it, then put it on system32

i copied msmail.dll from the working Live Mail installation on Windows 10 to system32, the original location and syswow64 just in case and the same thing happens

From what I’ve seen setting up an email account it should be something close to Outlook Express and Windows Live Mail
