I’d try repeatedly logging in first to see if it’s either the server being DDOSed or WLM not cooperating. 
Like you said there are some people online since 12am idk and new users cant sign in the only way is reboot the server

for me the server is working , iam using msn 7.5
With the 7.5 it also works for me but with the 8.1 and the 8.5 does not.
