Just use the regular icq 
I haven’t tested ICQ specifically (I’m a bit worrisome it might break my account) but AFAIK the software hasn’t been updated in forever and some of other protocols have broken/don’t work correctly.
and I paid 99 cents for that too (WinRT version)
