I also do not have an ICQ account number i have never used that before.
You probably havent filled your UIN in, You can just make it any number you want.

and when i do it doesn’t work & it says i need a real e-mail D:, my email is real!
The real e-mail message is just a reminder that shows up for everyone. Do you get an error when trying to create an account, if you do, can you take a screenshot?

It lets me select an agreement, and when i go to submit the form, it just refreshes and no change nor error. just to be sure, i tried to use a different browser and it still did similar ):
Your account was still created, try logging into the site. This seems to be a site bug, looks like restarting it has fixed it for now but I need to investigate further.
