Stardock’s WindowBlinds is a program I use to customize Windows. There’s a bunch of community made content for it, dating back to the early 2000s, maybe even late 90s.
Stardock WindowBlinds: Skin and Theme your Windows Desktop IIRC it’s 10 dollars, but considering there’s literally thousands of skins made for it, that price is unbelievable.

The theme was made for XP in mind, he was asking how to transform 7 to Vista.
