I think thats the “Windows Live Messenger Download” icon in Vista

Its because it has some code from Vista (sp1 or sp2?) and they didnt remove this
And why dont you update to Internet Explorer 11? god your really ignoring you need to install ie11 your in risk because ie 8 is more insecure than ie 10 >->
