Like, an iPod touch?
Maybe if its an old version of iOS, a modified version of the WLM app could be installed, since I’m pretty sure modern iOS versions block installs of older apps even on sideload.
For click wheel iPods, I doubt it’s possible

Yes, if only the iOS is jailbroken onto the iPod Touch, it would be installable.
