Can't send messages on a new account

Problem description:
I’ve made another account for myself and i added some people but when i try to message them i can’t

Error code/error message:
The message below can not be delivered to all recipents

What has been tried so far:
Reinstalling MSN

Messenger version:8.5

Windows version:10 21h2

AFAIK 8.5 doesn’t support offline messages, hence the “The message below can not be delivered to all recipients” message appears, Try using WLM 2009
