As far as I know, it’s a networking issue. To be more specific, if two computers try to initiate a voice or video chat session with each other and aren’t part of a local network, then the connection won’t be established due to possibly a firewall interfering with the connection.
If I were able to pinpoint the ports MSN uses for voice and video chat, then I could potentially resolve the situation.
