One thing to keep in mind is that ACPI and IRQ steering are related, so new devices could theoretically affect ACPI function.
Although only slightly related, while trying to refresh my memory on this topic, I came across this old arstechnica forum list of non-ACPI compliant PCI hardware. Some material in there related to the differences in IRQ sorting from XP and 2k as well.
