Yes, there is documentation for the MSNP protocols WLM 2011 and 2012 use, which is MSNP21.

Why not do these first? Maybe you can practice WLM support with these servers so that in a way, we can get to a fully working WLM 2009 server

On WLM 2009, specifically, it doesn’t even attempt to connect to the core MSN/WLM server (MSNP), regardless of where it points to. However, this isn’t a bug in the software.
