Normal stuff: Visual Studio 2019 Community (u need to know how to code)
iOS/macOS: Apple’s SDK
Linux: GNOME C++ / KDE Frameworks / Ubuntu Touch (Advanced)
Android: Google’s SDK (Download Android Studio & App Tools - Android Developers) and an Android device to test the app on. (or use something like bluestacks to test the app)
Windows: Visual Studio
Java: Maven Java Builder
