Not sure, you’ll have to consult someone who knows about the ads back then.
I do remember playing those Sudoku/find the word/hangman minigames that when you completed it, it would ask for your phone number to send you more stuff/minigames/etc so if flash movies work, I’m 60% sure GIFs will too
