Opera is Chrome.
Safari exists not for Windows anymore and it’s still considered a mess. I hear service workers are coming soon™ though.

i used 4s in ios 9 , its great too ( slow because its a A5 with a 64-bit OS ) ( iam talking about safari )
you know what’s even more usable? any other modern browser.
